State Advisory Council for Early Learning and Care Update

The CDE has been in close communication with the Governor’s Office regarding the State Advisory Council (SAC) on Early Learning and Care and the Early Childhood Policy Council (ECPC). The 2019–20 Education Omnibus Budget Trailer Bill, Senate Bill 75, created the ECPC to advise the Governor, the Legislature, and the Superintendent on statewide early learning and care policy. The ECPC will also perform duties previously under the purview of the SAC as required by Section 9837b of Title 42 of the United States Code.

The CDE would like to recognize and show appreciation of the time and expertise the current SAC and its members have provided. We are excited that California is moving forward key recommendations made by the Assembly Blue Ribbon Commission through creating a broader SAC via the ECPC.

The California Health and Human Services (CHHS) Agency is in the process of finalizing the plan for the current SAC’s transition to the ECPC. The CDE will continue to work with CHHS to ensure a smooth transition by providing historical information and consultation on staffing the ECPC.

Preschool Development Grant Activities

Over the last year, the SAC has been involved in providing input for the Preschool Development Grant (PDG) Strategic Plan and needs assessment. On May 6, 2019, the SAC took part in an extensive work session to provide feedback specific to the development of the PDG Strategic Plan. A draft of the PDG Strategic Plan will be ready in early September. We invite you to attend the sessions listed below to learn more and offer feedback that will contribute to finalizing the draft to be submitted to the federal Office of Child Care, Administration for Children and Families.
